| 摘要/Abstract | 在臺灣政府產業政策的積極協助下，汽車產業的失敗迄今仍未獲得充分的解釋。不同於以往聚焦於產業發展的個案研究，本文從交通可負擔性的觀點，比較汽機車產業發展的變遷，並整合1981年到2023年的家庭收支調查，再合併總體經濟與產業政策指標，藉此驗證以關稅為主的產業政策如何透過階級差異所產生的不平等來影響國內家庭擁有汽車與機車的行為。我們發現若產業政策對國內廠商實施保護主義，卻忽略身處不同階級的民眾消費能力，由於未能將本土中下階級的內需市場納入考量，而使此類進口替代與產業升級政策事倍功半。 |
