恐怖主義與海盜是非戰爭軍事行動的重要組成部分,同時也是非傳統安全的新領域,需要各國政府通力合作。由於海上恐怖主義無法迅速成為新聞矚目焦點,目前恐怖主義與海盜尚未合流。東南亞國家透過雙邊、多邊以及區域途徑解決恐怖主義與海盜問題。恐怖主議通常經由雙邊合作解決,海盜由多邊合作解決,東南亞國協則是區域發聲管道,表達東南亞國家的共同關切,爭取最大區域共同利益。 關鍵詞:恐怖主義、海盜、非戰爭軍事行動、非傳統安全、東南亞國協 【本文為英文論文,請按此閱讀英文版摘要】 Research Fellow, Institute of National Defence and Strategy Research, and Adjunct Assistant Professor, Graduate Institute of Futures Studies, Tamkang University Terrorism and piracy are key components of military operations other than war (MOOTW) and major concerns in terms of non-traditional security. However, there is no convergence between maritime terrorism and piracy. The international community has paid much more attention to transnational terrorism than domestic terrorism because of spill-over effects into other countries. The ASEAN has sought to tackle the threats of terrorism and piracy though bilateral, multilateral, and regional channels. While a bilateral approach is the most useful tool to address these problems, sub-regional and multilateral efforts have worked in combating piracy in the Straits of Malacca and Singapore. Although many critics feared that the ASEAN declarations and statements exist only on paper, ASEAN has acted internationally as a regional voice on the issues of terrorism and piracy.
