歐巴馬政府東南亞外交政策之分析
An Analysis of the Obama Administration's Foreign Policy in Southeast Asia

歐巴馬政府上台後，強調運用「巧實力」，採取軟硬兼施的策略，希望更主動、積極地與東協加強合作，共同應付全球金融危機、氣候變遷、恐怖主義威脅及其他一連串的議題。基於此，本文嘗試分析歐巴馬政府決定重返東南亞的原因及其具體的巧實力外交政策。首先本文將論述巧實力的定義，以做為本文的分析基礎，其次聚焦於歐巴馬政府東南亞外交政策之背景及其東南亞政策與策略，最後則分析、說明歐巴馬政府的巧實力政策及其未來之展望。

Since inauguration of the Obama administration, Washington has emphasized the use of “smart power,” applying both the carrot and the stick in search of more active cooperation with ASEAN on issues such as the global financial crisis, climate change and terrorism.  This article seeks to analyze the reasons behind the Obama administration’s decision to return to Southeast Asia, and concrete evidence of Washington’s application of smart power in foreign policy.  This article first discusses the definition of smart power and then turns to explain the context and current strategy of the Obama administration’s policy toward Southeast Asia, before concluding with an analysis of the Obama administration’s smart policy and future policy prospects.
