從中共的「國家」戰略層次來看，其對台政策經歷過解放台灣、和平統一，到現今的和平發展。顯然在前兩個階段是「國家戰略」指導對台政策，目前則是以對台政策直接服務於「國家戰略」。此一變化，使得中共的對台工作越來越細緻，越來越全面，其工作的大方針有三：即歷史關係生活化，經貿關係制度化及政治互信增量化。因此，台灣在處理兩岸關係上也必須有新思維，才能為台灣贏得更有意義的保障。

From the perspective of national strategy of Communist China, its policies toward Taiwan have gone through different stages from “liberation of Taiwan” and “peaceful reunification” to nowadays “peaceful development”. The CCP’s Taiwan policies in the first two stages, obviously, were guided by the national strategy. Nevertheless, China’s Taiwan Policies have gradually become immanent in the national strategy. This transformation means that China has been developing more delicate and comprehensive policy mechanism when it comes to the works related to Taiwan. China is adopting three general approaches: internalizing the historic cross-Strait relations into daily life, institutionalizing economic and trade relations, and increasing political mutual trust. In order to obtain more meaningful and substantial security for itself, Taiwan, therefore, should have new thinking of cross-Strait relations.
