摘要/Abstract | 民國33年4月,國民政府在中央設計局下,設立台灣調査委員會,以陳儀爲主任委員,爲臺灣光復後的接收與重建,作先期性的規劃及人才培訓等工作。民國35年8月29日,日本宣告投降後,國民政府明令設立臺灣省行政長官公署,以陳儀爲臺灣行政長官,並公佈「台灣省行政長官公署組織條例」,在秘書長下設立人事室,負責臺灣及澎湖之公教人員的任用相關事宜。爲了瞭解臺灣光復初年人事行政的利弊得失,本文從臺籍人員的留 (任) 用、外省籍人員的羅致及日本人的徵用等三方面,探討有關的方法及所引發的各項問題。在公教人員的任用過程中,三者形成一種互動的關係,任何一方的人數增減會影響另二方的變動。在「維持各機關業務不致中斷」的原則,及降低因政權更換所帶來的影響下,公教人員的任用,有其實施的重點及策略;從陳儀從事臺灣復員工作的成效不彰來衡量,顯然這套任用方法,有所缺失和不當。彼時之公教人員任用未能予以制度化,雖然受其周遭的部屬操守與態度的影響,亦與陳儀的個性具有密切的關係,即使陳儀本身「爲官清廉」,但亦不能推卸他「約束不嚴」的責任。 The main purpose of this paper is to examine the Taiwan government recruit its officials and public school's teachers at the beginning of the postwar Taiwan. The paper has drawn the following important conculsions: (1) There are three ways to recruit the governmental officials and public school's teachers. The first one is remaining Taiwanese in their posts; the next is to hire mainland Chiness. The third one is to order Japanese stayed. (2)The Taiwan provincial government failes to construct a normal method or system to appoint officials and teachers. Although Taiwanese who returned from China mainland gain political positions, but most of Taiwanese, who completed education in Taiwan or Japan, must pass a period of training before they can become governmental officials or public school's teachers. |
