比較台灣與新加坡勞動移民政策：動態模型建構與分析

全球化與區域化人口流移趨勢，考驗各國移民政策及國家機關規範和制約跨國界事務的能力。兩岸經濟合作架構協議（Economic Cooperation Framework Agreement，ECFA）簽訂與東協共同體漸次成形，勢將改變現行跨國移民類型與區域內政經變遷。台新兩國雖具類似歷史脈絡、族群組成及政經環境，但1990年代後，兩國勞動移民政策卻出現不同發展模式與路徑，本文比較兩國移民政策之間的結構差異，影響關鍵因素及異同，並提供解釋與預測模型理解其動態互動關係，將影響國家移民政策制訂與選擇。

The trends of globalization and regionalization have accelerated population flows, which test national immigration policies and the ability of the state to deal with cross-border affairs. The signing of ECFA and the formation of the ASEAN community will alter the types of people who migrate internationally. The massive flow of labor migrants will become the main driving force behind changes in society, economy, politics and culture. Singapore and Taiwan have the same historical courses, similar ethnic groups, and corresponding political-economic conditions, but have developed different labor-immigration policies and approaches since the 1990s. What are the main factors that affect both countries’ labor immigration policies, and what are the differences and similarities in these policies? This article will discuss the crucial factors and differences by comparing the formation of national immigration policies between Singapore and Taiwan, in order to develop a dynamic model which can help explain and predict the outcome in shaping a state’s immigration policy.
