This research aims to understand how energy transition policies exclude Indigenous peoples in the same way colonial regimes have, using Māori geothermal development in New Zealand as the main case study. Although Māori people have been included in New Zealand’s resource management systems, this inclusion is structurally weak and depends on the government in power. The three findings include: colonial history is embedded in land governance frameworks that exclude Indigenous cultural identities; land governance tends to transform land into an administrative means of generating revenue; and formal channels of participation do not provide Māori communities with the power to enforce the decision-making processes. The findings conclude that, for a just energy transition, Indigenous governance rights must be adopted in a legally binding manner. |
