筆者在近年針對緬北在地非政府組織的觀察與訪談中發現，它們彼此間出現「相互連結」的情形，而「克欽邦與北撣邦人道援助參與策略」是最具代表性的案例。有鑑於此，本文首先藉由「倡議網絡」理論的角度釐清「連結」之概念與意涵；其次，以緬甸政治發展作為背景，說明在地非政府組織的興起歷程；最後，針對「克欽邦與北撣邦人道援助參與策略」的緣起、成立目標、具體成效與跨域趨勢，做一完整詳盡的闡述。

My recent observations and interviews conducted on local NGOs in northern Myanmar have revealed an interconnection between the different NGOs, one prominent case being “The Joint Strategy Team (JST) for Humanitarian Response in Kachin and Northern Shan States”. Bearing this in mind, this paper will first clarify the concepts and implications highlighted by this “interconnection” through the lens of the theory on “advocacy networks”. Secondly, the history behind the rise of local NGOs will be explained with Myanmar’s political history. Finally, the JST’s origin, objective, tangible effects, and trans-boundary trend will be comprehensively explained.
