摘要/Abstract

誰會支持多付點保費提高健保醫療服務水準呢?本研究檢視經濟人、社會人和以QoG為基礎的政策回饋觀點,並藉由量化的統計分析,了解臺灣民眾支持全民健保的微觀基礎。本研究發現主要支持政策回饋的觀點,當個人對於醫療保健體系的制度評估越正向、滿意度越高,就會促進個人對此制度的信任程度,那麼社會大眾就會越願意多付一點錢來支持醫療服務水準的提升。本研究認為普及主義的福利政策,如果在制度上是呈現正向回饋的話,就可以有效促進社會凝聚。

 

Who will support the healthcare policy? Through quantitative analysis, this study aims to examine the micro-foundation of the National Health Insurance in Taiwan from the perspectives of homo economicus, homo sociologicus, and QoG-based policy feedback. The findings support the policy-feedback argument. If citizens’ perception of the healthcare system is more positive and citizens have higher satisfaction and institutional trust, public support for the NHI would be higher. We contend that universalistic welfare policies would help facilitate social solidarity.
