Abstract

Based on rarely used archives of Japanese wartime enterprises, this paper examines the historical significance of government policies during the period Wang Jing-wei's collaboration with Japan. This paper specifically studies the following areas: the Japanese invasion of China and imperial national mobilization; the development of Wang-Japanese collaboration; the Japanese occupation of Guangdong and the Security Protection Commission; the Wang regime and the Guangdong Provincial Government; the policies of the Guangdong Provincial Government; and the Japanese military's economic control of Guangdong. My findings uncover the motivations and purposes of the collaboration. The Japanese demonstrated little, if any, sincerity, while Wang displayed wishful thinking. As a result, Japan and China were unable to develop an equal and mutually beneficial relationship. The so-called "collaboration" was therefore simply a propaganda tool utilized by politicians within the Japanese government and the Wang regime.
