一個落後國家，爲了追求國民生產毛額或每人國民所得的快速成長，往往忽視環境品質的維護與改善，而長期忍受公害與污染。不過，隨著每人國民所得水準的提高，一般人所願意忍受公害與污染的程度則有遞減的趨勢，環境污染問題也會愈來愈受重視。而如何兼顧經濟成長與環境品質的維護，已經成爲當前臺灣所面臨的重大問題之一。經濟成長與環境品質呈現的是何種關係？環境品質的維護對經濟活動有何影響？環境品質要求的提高對我國未來產業結構的衝擊和調整又是如何呢？爲了分析這些問題，本文試圖建立一個多目標多部門規劃模型，來探討經濟、環境和能源的互動關係。我們利用互動妥協規劃法，並納入1989年臺灣現況資料，模擬臺灣經濟、環境與能源的互動關係，及其對產業生產、就業與資源配置的影響效果。

In this paper, a multi-objective multi-sector programming model is constructed and is applied to analyze the interactions of economic­-environmental-energy policy issues in Taiwan. The interactive compro­mise programming approach and simulation technique are applied to investigate the effects of economic-environmental-energy interactions on industrial production, employment and resources allocation. Empirical results basing on Taiwan's data in 1989 are discussed and some com­ments on the limitations of the analysis and suggestions for further work are included.
