【演講摘要】
This research provides a comprehensive analysis of Myanmar’s deepening ties with Russia and China within the evolving geopolitical landscape of Southeast Asia. It focuses particularly on the period following Myanmar’s domestic political shifts, the military’s seizure of power after February 2021, and its subsequent diplomatic isolation from Western nations. Central to this study are several questions: “What are the main drivers behind Myanmar’s shift towards Russia and China? How have Western sanctions influenced Myanmar’s foreign policy adjustments? What are the key developments in Myanmar’s ties with Russia and China regarding cooperation regarding security, the economy, and human resources since 2021? And how does this growing partnership impact ASEAN unity and broader regional stability? Methodologically, the study employs a qualitative approach that combines analysis of official documents and media sources, a review of academic literature, focused case studies of bilateral cooperation such as defence procurement and educational exchanges, and expert interviews/discussions with specialists in Myanmar, Russia, China and Southeast Asia. The findings suggest that Myanmar’s partnership with Russia and China, which includes expanding military, economic, and diplomatic support, not only reflects a broader realignment between the “Collective West” and the “World Majorities,” but also presents significant challenges for ASEAN cohesion, regional norms on sovereignty and intervention, and the overall security landscape of Southeast Asia. By situating Myanmar’s strategic shift within the wider context of global power reconfiguration, the paper offers insights into how emerging non-Western alignments and a multi-polar system are shaping governance, diplomacy, and security in the region.
